17. Taofiq Agoumy (Mohammed V University of Rabat, Morocco):
The transformative impact of transfer originating from migration on local socio-economic dynamics

Taofiq Agoumy is Professor of Geography, Faculty of Letters and Humanities, and Vice President of the Association Nationale des Géographes Marocains. He is involved in several collaborative projects: “Atlas 2000 de l’Immigration Maghrébine en Espagne”, “The interactions between sea tourism and cultural tourism: the case of Morocco and Majorca (socio-economic and socio-spatial outputs)”, “Atlas du Grand Rabat-Salé”. His publications include scholarly papers on labour migration, demographic shifts and localities in Moroccan cities, and collective action; he co-edited La Grande Encyclopédie du Maroc (1988) and Global/local Cultures and Sustainable Development (2001).

This paper centres on the ways in which emigration has operated as a means for the state to derive enormous profit from the transfer of hard currency and as an instrument of economic welfare for the various local populations with relatives as migrants.
Emphasis will be laid on both the macro-economic and micro-economic dimensions of emigration as this phenomenon has evolved since the 1960.

The paper will reflect on the fluctuations in the transfer of hard currency and explore their causes and the various discourses that have been devised by the various parties involved (i.e. the banks, researchers, the state, etc.) to explain them as well as the political attitudes associated with them. It will also address the non-official transfer and flows of capital, goods, know-how, etc.

The paper will also deal with the ways in which economic migration has affected the local socio-economic dynamics and has generated new forms of urbanisation especially in small and medium size urban centres.
