Leadership Learning in Changing Times: Evaluating Leadership Development in the Civil Service

Abstract

This report addresses three key questions when considering the evaluation of policies and programmes within the Civil Service: 1. What is evaluation? 2. What are the key issues to be taken into account when approaching evaluation? 3. What are the traditional strategic approaches to evaluation and how can these be improved upon by adopting a realist framework? The report concludes by suggesting that there exists a need to strengthen evaluation capability within the Civil Service.
