Giuliano Russo (Instituto de Higiene e Medicina Tropical, Portugal & Institute of Development Studies) will argue that the lack of flexibility of the current drug-financing environment is the main threat to local manufacturing, together with the lack of commitment of local governments to take full advantage of the benefits accruing from local production.
