Summary

The growing presence of multilateral regional organisations in diverse public policy fields has been the subject of substantial academic and policy research, but little is known about whether and how such formations are beneficially contributing to the realisation of global and regional goals of poverty reduction. This project investigates, in the context of Southern Africa (Southern African Development Community) and South America (UNASUR), whether and how world-regional organisations' social policies and programmes of action are successfully instituting an embedded pro-poor focus. The project focuses on health policy in relation to access to health care – an issue of persistent concern among low income nations and populations in the territories examined.
 
We seek to make significant contributions to academic and policy debates about the specific contributions of regional formations in the development and implementation of programmes of poverty reduction, and the role of political and social actors in the two regions concerned in supporting the development of pro-poor health policies. We translate the research findings into health and social development policy arenas in regional contexts internationally, with a particular focus on governmental and non-governmental South-South and North-South development networks.
