Footage description: John Naughton, in the studio, introduces the programme. Film shots of a Canterbury street, of the Cathedral and aerial shots of Canterbury. Commentary by Bill Mayon-White (v/o) points out ths heavy demand for water from the city. Then, over aerial shots of nearby farmland, of shots of the River Stour and shots of the village of Tyler Hill, he discusses the plan put forward by the Mid-Kent Water Company to flood this area to form a reservoir. Over shots of three protestors of the reservoir scheme, Ray Evison and Robin Grove-White standing outside the Public Inquiry hall, commentary by Mayon-White explains why the Inquiry was called and why these three became involved. Excerpts from their conversation between items of commentary. Film shots of the Public Inquiry in progress. Commentary (v/o) explains, briefly, the nature of an inquiry such as this. Robin Grove-White standing outside the Inquiry Hall also contributes. More film of the Public Inquiry in progress. Robin Grove-White and Paul Herrington put the case against the proposed reservoir. Some shots of Paul Herrington standing outside the Inquiry Hall. Ray Evison, sitting in his garden, explains how the reservoir protestors prepared their case for the Inquiry. Robin Grove-White brings out the difficulties protestors face of obtaining information on the water industry. Robin Grove-White, Ray Evison, Paul Herrington with Bill Mayon-White (voice over) discuss the difference in values between the Water Board and conservationists. They go on to discuss the effect on the Inquiry of putting forward an alternative proposal to that of the Water Board. Bill Mayon-White (v/o shots of the Inquiry) sums up the programme. Ray Evison sums up what are in his view the advantages and drawbacks of a Public Inquiry.
