The AOU is seen as playing a key role in the development of human resources in all fields needed by the job market as well as allowing the exposure to and use of modern technologies. The AOU teaching training programme is seen as a mechanism for upgrading the skills of the many thousands of students and teachers in the Arab World. In December 2003 it achieved accreditation from the Open University Validation Service.
The headquarters are in Kuwait and the six University branches are in Kuwait, Lebanon, Egypt, Bahrain, Jordan and Saudi Arabia with 22 Arab countries eventually planned to be involved in the project.
