{"id":27310,"date":"2025-05-20T15:37:29","date_gmt":"2025-05-20T14:37:29","guid":{"rendered":"https:\/\/www.open.ac.uk\/blogs\/news\/?p=27310"},"modified":"2025-05-23T15:45:48","modified_gmt":"2025-05-23T14:45:48","slug":"the-uk-might-have-accepted-the-idea-of-youth-mobility-with-the-eu-but-its-not-happening-any-time-soon","status":"publish","type":"post","link":"https:\/\/www.open.ac.uk\/blogs\/news\/arts-social-sciences\/society-politics\/the-uk-might-have-accepted-the-idea-of-youth-mobility-with-the-eu-but-its-not-happening-any-time-soon\/","title":{"rendered":"The UK might have accepted the idea of youth mobility with the EU, but it\u2019s not happening any time soon"},"content":{"rendered":"<p>The language might be dry, but the political shift is significant <em>says Simon Usherwood, Professor of Politics &amp; International Studies, The Open University.<\/em> Monday\u2019s summit between the UK and EU leaders in London resulted in <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/api\/files\/document\/print\/en\/statement_25_1267\/STATEMENT_25_1267_EN.pdf\">an acknowledgement<\/a>\u00a0of the \u201cmutual interest to deepen our people-to-people ties, particularly for the younger generation\u201d.<\/p>\n<p>This announcement is an important step forward in the creation of a youth mobility scheme between the EU and UK, even if it has required a name change to become a \u201cyouth experience scheme\u201d. It is the first time that a British government has formally accepted this as something to negotiate and implement.<\/p>\n<p>However, there is scant detail about how it will work in practice and what the inevitable limits will be. While the permitted activities (\u201cwork, studies, au-pairing, volunteering, or simply travelling\u201d) seem extensive, they are prefaced with the dreaded words \u201csuch as\u201d \u2013 which means no one has actually agreed any of it.<\/p>\n<p>It was clear over a year ago that the basic models that the two sides have for youth mobility differ. The EU wants lengthy exchange periods and home tuition fees for students; the UK wants shorter stays, caps on numbers and retention of international fees for EU students at UK universities. The achievement of a deal would require at least one of them to move.
