Long term reform of arrangements for the provision of social care<\/p>\n<div id=\"attachment_5217\" style=\"width: 216px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-5217\" id=\"longdesc-return-5217\" class=\"size-full wp-image-5217\" tabindex=\"-1\" src=\"https:\/\/www.open.ac.uk\/blogs\/news\/wp-content\/uploads\/2017\/03\/MickMcCormick2014.jpg\" alt=\"Mick McCormick, Head of Social Work at The Open University\" width=\"206\" height=\"155\" longdesc=\"https:\/\/ounews.co?longdesc=5217&amp;referrer=5215\" \/><p id=\"caption-attachment-5217\" class=\"wp-caption-text\"><em>Mick McCormick, Head of Social Work at The Open University<\/em><\/p><\/div>\n<p>remains vital and the promised green paper in the autumn needs to be wide ranging, thorough and brutally honest about current shortcomings. I hope it will inject some urgency in scoping out radical, longer term solutions to deliver the social care services that are desperately needed but currently not there for want of money, organisation and staff. \u201c<\/p>\n<p>Jonquil Lowe, Senior Lecturer in economics and personal finance at The Open University adds:<br \/>\n\u201cBudget 2017 provides essential and welcome extra funding for social care: \u00a33 billion over three years with \u00a31 billion available immediately. This provides a breathing space, while longer term solutions are found to providing care for an ageing population with a green paper due later this year.\u201d<\/p>\n<h2>National Insurance increase for the self-employed<\/h2>\n<p><em><strong><a href=\"http:\/\/www.open.ac.uk\/people\/jl4982\">Jonquil Lowe<\/a>, Senior Lecturer in economics and personal finance at The Open University:<\/strong><\/em><\/p>\n<p>\u201cAs foreshadowed in earlier consultation, the reform of National Insurance for the self-employed will go ahead from 2018. Class 4 contributions will be increased by two percentage points in steps over two years, taking the standard rate to 11 per cent from its current level of 9 per cent (compared with the 12 per cent paid by employees). The original rationale for the lower rate for the self-employed was mainly that they were not entitled to the old additional state pension.
