Description
This is the first of two programmes which explore the way in which one local education authority, the Inner London Education Authority, provides additional resources for schools in areas of social ...or educational need. In the ILEA, responsibility for deciding how the additional funds are to be spent is delegated to the school. The effects of this policy are examined through discussion at a number of levels, from the Chairman of the Schools Sub-Committee to the staff of a primary school. Harvey Hinds, the Chairman of the Schools Subcommittee, explains the Inner London Education Authority's commitment to the concept of positive discrimination. The staff and divisional inspectors in the ILEA who are involved in the implementation of this policy explain the use of the "schools index" on which the level of additional funding is based.
