The powers of local authorities have been curtailed leading to an increase of financi...al control from the centre. What has been the effect of these changes? Is the process really a "rolling back of the state" giving individuals greater control over their own affairs? In this programme Allan Cochrane of the Open University discusses these issues with Professor J. D. Stewart, author of a recent Fabian pamphlet on Local Democracy and Graham Mather, Director of the Institute of Economic Affairs.
