The programme examines the way in which one particular education authority - that of Buckinghamshire - has handled the financial cuts imposed by central government over the past four years. Bucking...hamshire county council is conservative controlled and could have been expected to have been obedient to central government's demands. But even they have found it necessary to raise the rates beyond the limit set by government in order to maintain what they consider to be an adequate level of service.
