Description
Under the unique situation of direct rule within Northern Ireland, educational control in the Province is exercised by the Secretary of State for Northern Ireland and through him by the Minister of... State responsible. This programme examines the tensions which arise under this system of, on the one hand centralised control, and on the other local educational input in the forms of local Library Boards. Mary Gothins, Staff Tutor in the North West region of the Open University interviewed the Minister of State responsible at the time the programme was made, Lord Melchett, and later talked with Jack Magee, a. member of the South Eastern Education and Library Board, and David Allen, Secretary of the Ulster Teachers Union.
