In this programme the chief witness is Lord Callaghan. Nick Ross talks to Lord Callaghan about his famous Ruskin Speech in 1976. At the time many felt that as Prime Minister James Callaghan should ...not have interfered in the business of education. Lord Callaghan looks back on how the speech was received and his time in office in the seventies. He describes his hopes for education but reveal that he and his government didn't achieve as much as they would have liked due to economic pressures.
