Following the Biafra war a group of French doctors founded Medecins Sans Frontieres, a new kind of radical relief agency set up in response to what they saw as the failure of NGOs like the Red Cros...s. They argued that the rights of the victims of war are greater than a nation's sovereign right to grant or deny access to those in need. This programme examines the development of MSF and its impact on the more conventional non-governmental agencies that try to bring help to those caught up in conflict.
