Description
Rowland Hill was responsible for reform of the postal system in the UK. He proposed pre-payment by means of a postage stamp with cost being the same regardless of distance. The first postage stamp to be issued was the Penny Black in 1840. By 1860 the postal system in 90 countries had been reformed. Hill also established Hazlewood School in Birmingham, providing a public school model for the emerging middle classes which championed kindness and moral influence in school discipline rather than corporal punishment.
