Description
The purpose of this programme is to show that politics is a universal activity that can take place in any group, and is not the perogative of the state alone. University government is taken as an e...xample of politics opei ating through, an institution within the state. In universities as well as government, who gets what, when and how, has to be decided. Politics operates because there are always heavy demands upon scarce resources. The demands or initiatives normally come from departments. There are interviews with heads of university departments about these initiatives, the way they are formulated and the manner in which they are presented. Demands usually have to go through the committee system of the university, and this sytem is discussed in the programme. The position of the Registrar and Vice Chancellor in this system is also discussed. Lord Annan, Provost of University College, London and Sir Roger Stevens, previously Vice Chancellor of Leeds University, comment on their position and explain the influence they have. The programme ends with a discussion on university government by Roland Eustace, consultant for the programme and Professor Graeme Moodie of York University. Both have done research in this area. The main speaker is Dr James Barber, Reader in Political Science at the Open University.
