Description
This is a case study programme. In June 1971 Professor John Sparkes went to Brazil to visit Mr Mendonca, Head of the Brazilian Space Agency (INPE) which initiated project SACI. The resulting interv...iew was recorded on video tape in Brazil and excerpts are shown in both the tv programmes on this case study. Project SACI is the use of a large geostationary satellite placed over the equator to transmit radio and tv programmes to schools throughout the whole of Brazil, In this programme Professor Sparkes concentrates on why project SACI came into existence. Before discussing with Mr Mendonca the details of project SACI, Professor Sparkes introduces a short film on Brazil to briefly highlight some of the geographical, industrial and ethnic problems which project SACI will have to face.

He uses diagrams as an aid. de Mendonga continues to discuss the problems of providing education in Brazil. He explains why the northern region near Natal was chosen for Project SACI. Sparkes sums up the reasons for SACI's existence. Shots of people migrating to the cities in Brazil. Shots of slum districts in Rio and Sao Paulo. Shots of building construction underway. Sparkes and de Mendonca discuss the social problems inherent in this migration. Mendonga takes up the issue of "rising expectations" in Brazil and elsewhere. The need for training Brazils youth for "useful" occupations rather than giving them traditional university education is mentioned. de Mendonca advocates an interdisciplinary approach to solving Brazils problems in education. The SACI project has taken such an approach and de Mendonga relates some of the problems that arose when people of varied backgrounds worked together on the project. The political implications of education through television are discussed by Sparkes and de Mendonca. Sparkes and de Mendonca sum up.
