Description
The programme shows how work study is used at the Perivale factory of Hoover Ltd. We found two distinct roles: a) How it is used to measure "what is a fair day's work" and how this measu...rement is used in wage negotiations. The programme illustrates in some detail the real attitudes and real negotiating conflict that we found in the factory. b) How it is used by the management to predict the performance of new production lines. On the basis of work study it is possible to estimate accurately how many men will be needed to man the line. The film illustrates by two detailed examples the two techniques of work study at Hoover, MTM and the stopwatch method. The conflict between men and management over the subjective nature of the effort rating is highlighted in this film.

Footage description: Lyn Jones on the factory floor of Hoover Ltd. Perivale works. He introduces the programme. Shots of a meeting between union representatives and Hoover management to discuss rates of pay for a job on the assembly line. Shots of factory floor. Jones introduces the prediction of performance role of work study. B. Bristow, manager in charge of production planning, discusses work studies in its' planning role. He has three alternative schemes for the "Senior" model cleaner under consideration. Animated shots of cleaner components being assembled into a complete unit. Animated cartoon of men working on a conventional assembly line. Method Time Measurement (MTM) is discussed. Shots of MTM tables in which operations are broke down into a series of elemental movements. The tables give the times required to perform each of these movements. Shots of an assembly operation. The process of placing a wheel of a cleaner into position is broken down into elemental movements, and times for each are given. This is an example of the use of MTM. Shots of the "senior" model cleaner production line. Bristow and Jones explain the assembly line process and comment on the flexibility of this particular assembly line. Shots of the "junior" model cleaner assembly line. This is a carousel type line in which the cleaner is assembled by one man. Bristow and Jones compare this system with the 'flow' system of the 'senior' cleaner assembly. System of pay calculation for Hoover, assembly workers discussed. Shots of washing machine agitator assemblyline. Commentary discusses the role of work study in wage negotiations. Shot of an assembly line foreman briefing a work study engineer. Shots of the work study engineer noting various movements of an assembly job and timing them with his stop watch. Shots of work study engineers sitting their periodic rating examinations. Shot of work study engineer continuing his work. Shots of union and factory floor representatives discussing the work study engineers rating with management. Conflict between men and management over the subjective nature of effort rating is highlighted. Management and a union leader explain the pros and cons of MTM and the stopwatch methods of work' study from their respective points of view. Credits.
