Anthony Downs lists the main reasons for the decision by an industry to relocate and the characteristics that the development should possess so that firms are attracted to it. Anthony Downs talks in situ. Shots of Centex. Geoff Edge describes the industrial estate in greater detail and contrasts it with the characteristic British industrial estate. Geoff Edge interviews Howard Krafsur, partner in the firm that promoted the development of the industrial estate. Krafsur outlines the history of the development. The interview is again in situ and shots of the industrial park are shown. Maps show the principal residential areas of the employees of the firms. Edge asks about the reasons underlying the creation of the residential area adjoining the industrial estate, Elk Grove. Krafsur explains its advantages. He continues by describing the average size and nature of the firms that have relocated to Centex Industrial Park. Edge amplifies a number of points made by Krafsur and goes on to interview Major Lawrence, proprietor of a food firm based at Centex Industrial Park. Major Lawrence describes his organisation and the reasons that prompted his relocation from city centre Chicago to Centex. A map shows the relative position of Lawrence's former plants and the new one. Shots of expressways, Lawrence's factory and factory processes. Lawrence confirms his reasons for the removal and the advantages that have accrued. He also lists the areas in which his employees tend to reside. A map shows the commuting traffic flow. Geoff Edge moves on to the consideration of employee residence and interviews John Obrad, who is employed by Lawrence's, as being typical of a blue collar worker. Obrad describes where he lives, his method of transport and transit times. A map showing his route to work illustrates his answers. Geoff Edge summarises the programme pointing out the movement of employees that the schemes such as Centex promote. He summarises the main advantages of relocation.
