Footage description: Aerial photograph of Chicago with Near West side district delineated. Suttles outlines on graphic map areas where the various ethnic groups live. Standing in Vernon Park Suttles points out to Boswell where the different groups live - blocks of houses, schools, hospital. Boswell questions Suttles in his study about the kind of social order that has developed in the area. He outlines why he feels this area reveals some unique qualities for studying social order. In this order the Italians are at the top, the blacks at the bottom. Track along street. Various statements from Italian residents of the area about the blacks and other nationalities, and the neighbourhood in general. Shots of streets in the area, kids playing baseball etc. Boswell interviews Emil Peluso about the way the area is run politically, controlled by the Italians who have jobs in local government. Shots of black children in the 'animal' playground. Boswell interviews a group of blacks about what they think of the area, the problems with buying a house and police protection. Shots of blacks around the area. Taylor discusses the crime problem in the area, mainly caused by drug addicts. He talks of the riots that have broken out in the area. He feels that it is to the advantage of the system to keep the area addicted so that it isn't militant. He feels that they have no political say, because of the Italians. Peluso explains why he thinks the blacks are becoming more politically aware, mainly because of the West Side Organisation. Shots of a WSO meeting. Dr. John Crawford leads the community in singing 'This little light of mine'. Over this meeting Suttles talks of the social order that has been built up in the area. Roller caption credits over meeting.
