This programme illustrates work being done to attempt to measure social change in the U.K. Sir Claus Moser, Director of the Central Statistical Office, outlines the concept of an integrated system ...of social statistics. As illustrations of progress towards this end, Bob Barnes and Jean Atkinson (Office of Population Censuses and Surveys) describe the General Household Survey; the annual publication "Social Trends" is described by editor, Eric Thompson (C.S.O.) and Dr. Mark Abrams (Social Science Research Council) describes Subjective Social Indicators as a possible way of measuring "the quality of life". Finally, Sir Claus Moser sums up on progress so far, nationally and internationally.

Footage description: Learmonth introduces the programme which will look at the work of the Central Statistical Office (CSO). Moser outlines the reasons for understanding more in the field of social statistics. Barnes looks at the General Household Survey, what it does, how the sample is arrived at etc. He mentions the problem of response rate and the questionnaires used for the interviews. Atkinson describes the interview techniques. Shots of a training class under instruction. Barnes continues by examining in detail two: graphs on overhead transparencies from the survey. The graphs deal with earnings. Learmonth interviews the editor of Social Trends, Eric Thompson. He outlines what the publication, investigates and discusses the social commentary feature. Abrams reviews his research into subjective indicators, e.g. what people feel generally about issues such as home education etc. He explains his methodology and some of the results.
