Description
This programme is concerned with the impacts that decisions made by Nationalised Industries have on wider areas of social and economic life and whether or not these effects are considered when the ...decisions are taken. It examines the consequences of the decision to electrify the London to Manchester railway line and Peter Hall, of the University of Reading, discusses whether the impacts were foreseen. A contrast is then drawn with the extension of electrification from Crewe to Glasgow and the setting up of the Glasgow Blue Train network. Robin Kerr of British Rail Scottish Region and Robert Turnbull of the Scottish Development Department are interviewed in order to discover if there was greater planning coordination in this decision than in the previous Midlands electrification. Also interviewed in the programme is Austin Albu MP, a member of the Select Committee on Nationalised Industries.

Footage description: Clips of engines and speech by Barbara Castle. Frank Castles introduces the programme which will look at the impacts caused by certain decisions. Stewart introduces the electrification project on British Rail, looking first at the effects on the work on the London-Manchester route. This is amplified by Hall who looks at the particular results for the London commuter belt, including Milton Keynes. He outlines some of the unforeseen results. Castles sums up the discussion so far. Stewart moves on to the Crewe-Glasgow electrification scheme. Kerr details the history of the scheme. Turnbull and Kerr describe the effects of electrification on transport and how much the planners foresaw these results. Stewart continues by asking Kerr and Turnbull how much prior consultation went on, what planning studies were undertaken etc. Stewart sums up on the lessons to be drawn from the electrification schemes. Albu comments on some general points for the nationalised industries. Castles concludes by making a few general comments on decisions and their impacts. Credits.
