Description
This is the second of four programmes about the relationship between government and industry from 1970-72, the first two years of Edward Heath's Conservative government. This programme deals with t...he issues of government intervention in industry and takes as a case-study the relationship Upper Clyde Shipbuilders had with the government. It documents the events leading up to the liquidation of U.C.S., the work-in that followed and the compromise with the government that led to another major investment in shipbuilding on the Upper Clyde. The programme is illustrated with news film of the period.

The total collapse of UCS in June 1971 is described with Davies emphasising the lack of government help. Shots from interviews with shipyard workers at the time are shown. Davies and Widlake run through the prospects to save some of the yards. Reid and other workers outside Parliament claim how they will fight the closures. Shots of men at shipyards as Widlake describes the work-in, and Reid looks at the government's role. Davies explains his reactions to this work-in and discusses other aspects of the problem, such as effects on unemployment in the area. Ridley mentions other factors. News clip of Davies in 1971 explaining government plans to rescue UCS. Widlake outlines further developments with further clips of Davies discussing the government's 35 million pound offer of help. Douglas comments in detail on those figures showing how they related to his earlier figures. Ridley and Douglas offer two views on the effects of unemployment in the area. Ridley also mentions the government's fear of social unrest in Glasgow. Davies sums up his thoughts on the whole problem with shipbuilding on the Upper Clyde.
