Description
This programme looks at aid projects financed by the British Commonwealth Development Corporation (C.D.C.), and the Swedish Institute of Development Assistance (S.I.D.A.) in Kenya. It was filmed on... location and looks at three specific projects: the development of tea growing in the Nyambeni Hills, a middle-class housing development in the Buru Buru suburb of Nairobi and a rural water supply project in the arid Wamunyu district. The Kenyan Minister for Finance and Planning, the Hon. Mr. Mwai Kibaki MP, is interviewed, and the projects are assessed from the donor country point of view in the form of interviews with Peter Meinertzhagen, General Manager of C.D.C., and Mrs. Gertrud Sigurdsen, the Swedish Minister for Aid. The programme concludes with a discussion in the studio between Sir Bernard Braine, MP, past chairman of the House of Commons Select Committee on Overseas Aid and Mrs. Judith Hart, MP, twice Minister for Overseas Development. They discuss how effective international aid has been and what changes are desirable in its organisation in the future.

Kibaki describes the value of Swedish help for irrigation projects and the kind of aid they are looking for. Kibaki explains how they know which country to approach for what kind of aid. Meinertzhagen and Sigurdsen briefly outline their government's philosophy behind their aid programmes. Kibaki comments on whether aid influences government policies. Meinertzhagen and Sigurdsen describe the benefits and possible other effects aid has on the donor countries. In the studio Turner chairs a discussion on aid by Hart and Braine. They begin by commenting on the amount of aid and the effects on donor countries. The importance of linking aid with better trading facilities is stressed.
