He holds up the text of an E.E.C law on weights and measures and then describes the problem area in which this law deals. Film shots of the West Midland Consumer Protection Department at work. It's head, Stephen Hargreaves, explains the nature of the work done here and why he welcomes the new statistical approach of the E.E.C directive. Film shots of West Midland Consumer Protection Department trainee officers in a classroom learning statistics. John Payne, the chief statistician, is holding a class on hypothesis testing. He recaps a test dealing with checking the average content of a batch. John Payne goes on to take the class through a second test, referred to as the attribute test, which looks at the dispersion characteristics of a distribution. Stewart Gartside sums up the programme so far. He points to a board which has on it a distribution curve. Film shots of the milk chocolate production line at Cadbury/Schweppes. Roderick Pipe, Operational Research Manager, explains how they control the mean weight of chocolate bars. Film shows operator weighing samples of chocolate bars. Pipe goes on to explain how the second test which checks the distribution of final weights of chocolate bars, is carried out at Cadbury's. Film shots of weigher at work checking samples of chocolate. Stewart Gartside, in the studio, briefly sums up the sampling scheme at Cadbury's and then goes on to explain, in detail, how the mathematics operate by working out a simpler example. Gartside uses graphic displays and computer animations to make his points. Gartside goes on to discuss various options open to a manufacturer who wants to meet the E.E.C statistical requirements in the most economical way. Again he uses a variety of graphic displays and a computer animation to illustrate his points. Roderick Pipe sums up the sampling plan at Cadbury's. He writes on a board as he talks.
