Course units for 5 and 6 deal with respectively, operational, people management and socio economic aspects of the course, and specifically with the goals set and pursued in these areas. This progra...mme brings out the conflicts that occur in one of these areas when a problem is solved in another area. Three case studies are shown. The programme then deals with the type of situation where all three of our areas are involved. On film, Lord Robens talks about an example taken from the coal industry. Finally the problem of set goals for the whole community, and on what basis these goals are set, is discussed on film by Shirley Williams MP and in the studio by William Plowden of Lord Rothschild's Central Policy Review Staff, also known as the "think tank". This programme, though it is very closely related to correspondence unit material will nevertheless be understood by casual lay viewers, and they will no doubt find the comments of Lord Robens, William Plowden and Shirley Williams extremely revealing particularly Shirley Williams' comments about the way the Cabinet operates.
