Footage description: Kenneth Campbell, G.L.C. Principal Housing Architect, 1959-74, explains the reasons for the change in the fortunes of the high rise block after 1965. John Naughton introduces the programme. He talks very briefly about the history of G.L.C. post war tower block construction. Campbell defines the boundaries of the G.L.C. housing problem with a history of G.L.C. housing before the war. He describes the sorts of developments which were available and their drawbacks. Campbell explains the thinking after the war that led to the mixed development including high rise flats and maisonettes. Campbell uses a large aerial view of the mixed development at Roehampton to explain the concept of mixed development. He points out the advantages and disadvantages of the high rise blocks including some of the mistakes made during planning. Campbell describes the causes of lag between the design and building of mixed developments and how the delay in feedback affects the construction of new developments. He discusses some of the problems involved in trying to speed up this process. Campbell discusses a factor concerned with control in the use and development of high rise housing, the problem of housing families who were never intended by the architects to be housed there because of pressures brought on by an acute housing shortage. He cites as an example the case of a real family. Campbell sums up.
