Footage description: Film shots show the landing of a Boeing 747 airliner. Very brief excerpts from interviews with Stan Abrahams and Richard De Neufville. Lyn Jones introduces the programme with a brief summary of the background which led to the appointment of the Roskill Commission. Jones goes on to give the background to the MIT study for the new airport at Mexico City, Shots of Mexico City and the present airport, Richard De Neufville, an MIT professor, explains how MIT became involved. Lyn Jones and Stan Abrahams, a member of the Roskill Research Team, discuss in general terms cost benefit analysis as applied to choice of airports for development. Shots of Cardiff Airport and its control room Lyn Jones, Stan Abrahams and Anthony Mander look at the cost benefit analysis which was carried out there in 1974 when the CAA was looking for more airport capacity in south west Britain. Several aspects of the cost benefit analysis at Cardiff are shown including passenger survey research being carried out. Lyn Jones, Richard De Neufville and Stan Abrahams discuss the amount of precision which each feels is desirable when conducting studies of this type. Richard De Neufville explains the approach taken by the MIT team at Mexico City. Over film shots of the Cublington protests, Lyn Jones, Stan Abrahams and Richard De Neufville discuss some of the reasons for the Britiah Government's decision to reject the Roskill Commission's recommendations. Jones and De Neufville discuss whether or not the MIT approach to the Mexico City study was democratic. Jones sums up.
