Footage description: Film shots of trawlers entering and leaving Lowestoft harbour. Aubrey Moore (v/o) introduces the programme. Shots of Lowestoft fish market. Bob Tunnicliffe explains why Lowestoft is no longer a major herring port. He also discusses, briefly, the sort of action which will be required if the same depletion is not to happen to cod and plaice stocks. Joe Horwood, a mathematician at the Fisheries Laboratories, and Bob Tunnicliffe discuss ways in which one could begin to model a fish population. They examine a graph as they talk Horwood and Tunnicliffe go on to point out that this model does not take into account netting of fish of various sizes. They examine another model which does take into account the age (and therefore size) of the catch. Film shots of plaice being cleaned and shots of animated graphs illustrate the discussion. Shots of plaice being measured at Lowestoft fish market. Bob Tunnicliffe, using animated graphs, explains how a more complex model can predict yield taking into account variations in fish size and fishing effort. Horwood and Tunnicliffe, standing on the quay, examine a graph to find a point of maximum fish yield. They also point out the current yield, explain why this is so much lower and discuss, briefly, the need for controls over the fishing industry to prevent overfishing. Tunnicliffe and Aubrey Moore (President, Lowestoft Trawler Owners Association) discuss ways in which controls such as net size and fishing quotas work in practice. Moore and Tunnicliffe go on to discuss improvements in fishing controls from the trawler owner's point of view. Bob Tunnicliffe, inside Lowestoft fish market, sums up the programme. He points to a graph as he talks.
