Footage description: Ben Cosin on early twentieth-century education system and its rewards. In the background are read passages that showed how the system favoured children from middle and upper class families. The point is made about the Education Act of 1902 which brought about some change. A passage is read in the background from the 1902 Education Act as was presented to the House of Commons by the Right Honourable A.J. Balfour. Bob Bell comments on the passage read in the last sequence. Clips are shown about the way in which schools of the period were run. Ben Cosin on how new schools modelled themselves on tradition of public schools in existence. A point of difference was in the curricula of the new schools where they were of a more utilitarian nature. Bob Bell expounds on this. Commentary about working class orphanage and schools. Various clips of rituals connected with school life are shown: boys marching and playing musical instruments, boys taking a shower, girls in domestic science class, boys taking carpentry, boy scouts marching, competition in sport, presentation of the prizes. Commentary is also given on the background of rituals. More clips are showr of a lady's college in Cheltenham : girls to the assembly hall for morning prayers. Bob Bell and Ben Cosin comment separately, on the historical past of sixteenth century humanism education which influenced school tradition of the times and now evident in early twentieth century. Bob Bell again points to the humanisms influences in the Education Act of 1918 and passages of it are read out. Ben Cosin comments on the 1918 Act. The problem it faced at the time, especially with the economic crisis that followed, are given. Excerpts from opinions of experts aired at the time point to such problems of overcrowding in schools, outmoded school buildings, etc. The effect of all this on both teachers and children is given. Ben Cosin on how education system fostered imperialist sentiments. The consequence of this was high cost in defence which meant further restriction on changes needed in education. Clips of the political campaigns for the 1936 General Election include Chamberlain making a speech. The world crises of the time are highlighted to justify heavy spending on defence. Clips of warships on the high seas are shown. Bob Bell comments on the scarcity of white collar jobs during the period of depression and its effects on the education system. Ben Cosin also comments on this and how it effected the Fisher Act of 1918.
