Description
At the 100th conference of the National Union of Teachers, in Blackpool in 1972, a report by an NUT working party on Teacher Participation was presented to the conference. The passage of this contr...oversial document through the conference is charted. At the same time the controversy and underlying issues are brought to light in a discussion involving figures representing different viewpoints within the teaching profession. Those taking part in the discussion are Mr Clayton, Chairman of the NUT working party and a member of NUT executive; Mr Green, NUT executive member; Miss Hall, Vice Chairman of NUT working party; Mrs. Greig, a Secondary School teacher; Mr Peagam, a leading member of the left wing group 'Rank & File'; Mr Spillane and Mr Scourfield, who both opposed the report's acceptance in conference. The discussion is chaired by Roger Dale, Lecturer in Educational Studies at the Open University. The film looks closely at the questions and arguments raised by teacher consultation and participation in the running of schools, and it does so in two contexts - a delegate conference and a close knit discussion.

(Decca LK 4487). Roger Dale, voice over, introduces the programme which cuts between extracts from the N.U.T.'s l00th conference at Blackpool and a studio discussion with some of the delegates. The subject: teacher participation. Shots of the Winter Gardens, exterior and interior. Walter Clayton moves the acceptance of the 1971 working party's interior report; Dave Scourfield opposes. Dale introduces the studio discussion and its participants. Scourfield, Clayton, Laurie Green and Christine Greig open the discussion. At the conference, Francis Spillane raises the question of primary and infant teachers points ofview. Olive Hall, Eric Peagam, Clayton and Mrs. Greig give their views. Chairman then calls on A.H. Jennings who opposes the reference back. Scourfield, Peagam, Clayton and Spillane discuss the headmaster's role. Shots of the conference vote at which the reference back is lost. Return to the studio discussion which expands on the role of the head and the power of the Governors. Final shots of conference show the vote in favour of adoption of the report.
