He mentions two events that led to parlimentary action in education reform. Ben Cosin comments on the great exhibition at Crystal Palace in 1851 and its significance in Victorian industrial achievements. The educational benefits derived from the Exhibition are also highlighted. Opinions held about the educational system of the time are given in the backgound. Excerpt from the 1870 Education Act are also read. Bob Bell comments on the 1870 Act. Clips are shown about the consequences of the Act and commentary is given in the background. The variation in policy of local school board and the consequences that ensued are mentioned as being part of a report of the Committee of the Council on Education 1870-71. What the educational system had to offer is shown in clips and the problems are also highlighted. Bob Bell comments on what educational system evolved from the legislations of the 1860's and 1870's. Shots of various scenes are screened with comments given in the background. Shots of Bob Bell talking about the emphasis placed on examination in the new secondary schools. The success of Cheltenham School in open competition is highlighted. |
