Description
For the past five years there has been constant controversy in the United States of America about the rights and wrongs of transporting children from one area to schools in another area. These righ...ts and wrongs have been pursued in the courts and in educational circles. The reasons for busing vary. They can be for administrative reasons Jco make more schools viable economic units; to provide racial balance in schools; to attack questions of general educational disadvantage; or transportation may be necessary simply to serve rural isolated communities. Professor Gerry Fowler of the Open University, looked at one community in Racine, Wisconsin, where all these elements are involved.

Shots of Farmland and the Johnson Wax Co. offices, designed by Frank Lloyd Wright. G. Fowler outlines the racial mixture of Racine and discusses the problem of raising Funds for school building by Bond Referrendan He explains "bussing" how it works in Racine, with two shift system at school. Film is divided between shots of Fun Fare and children getting on and off buses. Using Gifford Junior High as his example Fowler interviews its headmaster, Glen Kirchner. Kirchner explains bussing its practicalities, length of ride etc. Administration is done centrally by the School District. Again the Film shows shots of buses, children getting on and off etc. C. Richard Nelson, the School District Superintendent, describes the aims of bussing - social and racial integration. He also expands the two shift system, which puts added pressure on resources for bussing. To save funds Racine has stopped bussing children who live within 2 miles of the school, as there is no legal requirement to provide this service. Shots of Buses, children. Fowler explains how the 2 mile decision effects municipalities within that limit. There is film of a public meeting and an interview with Dwaine Anderegg, the School Administration's Finance Director over the legal problem about how to bear the cost of any transportation within the 2 mile limit Fowler sums up the problems of bussing. Fowler then asks 3 people involved in community relations what they think of bussing and its effects: the school community Liaison Officer a spokesman for the National Association for the Advancement of coloured peoples and a spokesman for the Spanish-American community.
