Description
April 1st, 1974, heralded a new era in the organization of local government in England and Wales, when many historic county names disappeared to merge into much larger units. The new authority of C...umbria was created from the union of Cumberland, Westmorland parts of Lancashire and Yorkshire, and the county boroughs of Carlisle and Barrow-in-Furness. On December 3rd, 1973, the Cumbria Education Committee held its fourth meeting, and the entire proceedings were videotaped. This programme consists of the most significant debates in that meeting, linked and commented on by Bob Bell, Lecturer in Educational Studies. In the associated Radio programme, Bob Bell raises some of the wider issues caused by the creation of the new authority with three of the most prominent members of the Education Committee.

Footage description: Bob Bell introduces the programme - sitting in on a meeting of the Cumbria Education Committee. Outlining the new county he outlines the problems he expects to come up. Shots of committee assembling and of the committee rooms. The chairman, Mrs Iredell opens the meeting which plunges into discussion on the Awards sub-committee. Discussion on criteria for policy, questions of confidentiality, control of the sub-committee. Continued discussion of whether this subcommittee should produce reports or full minutes, as former different systems had different procedures. The actual powers of the sub-committee are read out. The question of working party reports is raised. Discussion of pupil representation on boards of governors, its legality and implications. This matter has in fact already been voted on by a full council meeting. Regional interests are voiced on matter of nursery schools. Procedures are gone into in lengthy detail, especially about information from sub-committees being available for members of full education committee. Questions of financial restrictions imposed by central government are raised. Bell comments on question and the role of the committee is general He comments on how elected councillors dominated paid officials. Shots of committee meeting breaking up.
