Footage description: The opening sequence is from the BBC television chess programme Mastergame. David Jenkins explains that the chess player employs one kind of self-evaluation. He introduces another kind of evaluation - refereeing a football match. Film of the 1975 Charity Shield game. Jenkins introduces a studio discussion on the subject of the education evaluator. Barry Macdonald disagrees that an analogy can be drawn between the education evaluator and a referee. He describes the work of the evaluator. Richard Hooper prefers the comparison with a middle-man to that of a chess player. Andrew Gottschalk argues in favour of the football analogy. However, Hooper and Macdonald both point out the dangers of relying upon analogies with games which have fixed rules. They emphasise the political aspect of education evaluation. Film of a time and motion study at the Hoover factory in West London. (An extract from T100/28) Gottschalk maintains that the time and motion study has a lot in common with the job of education evaluator. Hooper agrees with this Macdonald and Hooper describe some of the problems facing education evaluators. Gottschalk and Hooper discuss client-centred therapy. The group then discuss the methods and political position of the evaluator, and who should benefit from his work. The programme ends with discussion of the usefulness of education evaluation.
