Footage description: The programme opens with shots of the Henry Sheldon High School in Eugene, Oregon, U.S.A. In voice-over Morgan describes the school's use of OD, particularly in its DMB (Decision- Making Body). Graphics are used to describe how the DMB works, and a sketch and brief comment is suppled for each of its members. Morgan briefly explains that the meeting will discuss the reallocation of teacher aides within the school. The film observes the opening stages of the meeting. The headmaster outlines the subject for discussion, enlisting the aid of a blackboard diagram depicting 'situational data'. Animated graphics show the DMB and its targets, over which Morgan comments on these objectives. Film of the DMB meeting discussing the four targets. Over graphics, Morgan comments on the problem statement. Returning to the meeting, the DMB members are seen discussing the nature of the problem of teacher aide allocation. They vote on a definition of the problem. Prolonged discussion of Target One, which states that the status quo regarding teacher aides should be maintained. There is a certain amount of conflict over this, but eventually, after two votes, consensus is achieved.
