Footage description: The programme opens with shots of the grounds of the University College at Buckingham. From the college Mark Blaug, of the University of London's Institute of Education, describes the setting up of the independent University. Shots of Buckingham town. Over shots of college students in class and in the library Blaug explains why the CNAA refused to approve Buckingham's degrees. He describes the college's academic year. Blaug interviews Max Beloff, Principal of the college, who explains why the CNAA's proposals were unacceptable. He describes the reaction of private employers to the college. Beloff explains in interview what can be achieved at Buckingham, that couldn't be done in a conventional university. He explains the ideals of the college staff and their supporters. Continuing the interview, Beloff states the cost of each student's time at Buckingham, and explains how students can finance themselves. Blaug interviews a group of students. A number of them give their views about life at Buckingham, and their employment prospects. Footage of a class in progress. In voice-over C. Vereker, a member of the College staff, explains the advantages of using a 2 year course of study. He describes improvements in student motivation as a result of the college's innovations. In interview Beloff defends both the Buckingham location and the costs of the College. He speaks of his ambition to make the College a centre of excellence, and of his plans to publicise the operating budget. The programme ends with a brief extract from Blaug's interview of the group of students. Shots of the College at night.
