Film of riots and marches involving the British Union of Facists in the 1930's. In interview Oswald Mosley describes the extent of his following in the area. Aerial view of Tower Hamlets, particularly of new developments. Raynor provides facts about the decline of the area's population. Shots of old and new streets. An animated map is used to indicate which areas of London have experienced immigration from the East End. Raynor comments on the slums of Tower Hamlets. Film showing blitz damage and subsequent clearing operations in the East End. Raynor comments on post-war expectations regarding rehousing schemes. Over shots of old and new housing he describes the studies done by Young and Wilmott in the 1950's on housing redevelopment. In interview Peter Wilmott, now of the Institute of Community Services, explains why his predictions about the effects of destroying the old communities at a stroke have proved correct Shots of various streets. Raynor describes the extent of Tower Hamlets housing problem and criticises some new developemnt. He compares large blocks of flats with cheap tenements put up for 19th century dockers. Over shots of a newly designated conservation area Raynor comments on recent changes of policy. Shots of tower blocks, over which he describes the number of people without any homes. Over film of the docks Raynor describes the effects of severe industrial decline East End unemployment is described. Shots of vacant land, over which Raynor describes the movement of small industries out of the area. In interview Paul Beasley describes plans for the improvement of both industry and housing. Over film of different parts of Tower Hamlets Raynor concludes by emphasising the need to attract young people into the area.
