This programme focuses on two types of institution found in Higher Education, the larger, dispersed, urban polytechnic and the small, communitarian Oxbridge-type College. A short film "fleshes... out"" the experience of students at those institutions and a studio discussion sets that experience into a context of organizational structure, course orientation, and the possibilities for course innovation.

Shots of Birmingham and Cambridge students in their accommodation and out shopping. The remainder of the programme comprises a studio discussion between Fowler, Tyrrell Burgess Reader in the Philosophy of Social Institution at North East London Polytechnic, and Graeme Moodie, Professor of Politics at York University.
