This programme looks at the contribution made to local authority finance by the rate support grant. It examines the constituent parts of this grant and then looks in more detail at the redistributi...ve effect of the needs element. In recent years, the rate support grant has redestributed finance away from rural areas towards inner city areas. The effects of this movement are examined in relation to two local authorities - West Sussex and Hackney.
