The programme deals with the administration of a questionnaire survey for council house tenants and applicants in Birmingham. The questionnaire is designed to look at the process of getting council... house accommodation. An interview between a researcher and a West Indian tenant is shown. A large number of the questions are open-ended in order to discover people's perception of the allocation system. The interpretation and coding of attitudinal questionnaires like these is a lengthy and complicated business. This programme shows the researchers doing preliminary 'weighting' of the completed questionnaires and gives insight into the techniques of evaluation which are required.

Shots of the researchers discussing the way the market research company have coped with the racial matching problems. A market researcher is shown interviewing a West Indian woman, Dorett Phillips. In voiceover Bill Brown explains the purpose of the questionnaire and the techniques used for coding the answers received. The interviewer asks the tenant what she dislikes about her flat. Bill Brown and Jean Trainor discuss some problems they have with coding replies. Bill is shown instructing a worker on the project about an inconsistency in the questionnaire. We return to the interview; this time the questions are about whether the tenant has taken any steps to obtain a transfer and her attitudes to the provision of council houses. Bill Brown and Valerie Karn talk about coding problems in general and some specific to their questionnaire. We return to the interview; the questions asked refer to class and racial attitudes. Bill and Valerie talk over the coding problems these present. Bill explains why the coding of open-ended questions was not left to the market research firm. Bill and Valerie express their concerns about the length of time taken to process the information over shots of council houses. |
