Government Special measures has been one way of providing schemes for the long term unemployed. Many of the schemes aim to involve the unemployed in community schemes, either by recruiting the unem...ployed as volunteers or by developing schemes whereby the unemployed are given work for no more than one year at rates of pay that are relatively low. This programme looks at two special schemes in Northern Ireland - the Community Volunteering scheme and the Action for Community Employment scheme. It illustrates the type of work done on these schemes and the attitudes of those involved in it. But the programme also puts the schemes in the context of high levels of unemployment and asks questions about its effectiveness at reducing these levels. It also raises important points about how the delivery of many social services are presently being taken on by the unemployed whilst at the same time main line social service departments are being cut. Finally the whole question of expanding these schemes to a national Community Service scheme for the unemployed is considered. Will that capture the altruistic spirit of the young or will it provide social services on the cheap.
