In 1982 Devon Health Authority took a decision to close all its large mental hospitals and replace them with care in the community centred in mental health centres in the patients; locality. This p...rocess had just been completed in July 1987 when this film was shot. The closure of large mental hospitals has been public policy since the 1960's, yet Devon was the first authority to transfer all mental health services to the community. This programme looks at the alternative arrangements for the care of the mentally ill in one local area - Paignton and asks how successful this policy has been. It contains interviews with hospital administrators, medical staff and voluntary workers and also film of patients in a long stay hostel and a day centre.
