Description
Local government expenditure reached an all-time high in the mid-seventies. The Labour government under Mr. Callaghan was the first to reduce the level of Rate Support Grant - that is, the proporti...on of local government finance which came in the form of a central government grant. But when the Conservative government came to power in 1979 a whole new series of strict controls came into being, effectively reducing both local government's expenditure and its autonomy. The programme, presented by the BBC's Local Government Correspondent, used clips of news programmes and recordings from the House of Commons to chronicle the changes that took place and asks certain contributors to assess the effect on education, and in particular on the question of the control of education.
