The Manpower Services Commission is set up to deal with adults and the world of work. But recently their activities have extended into the world of schools also. In this programme, first transmitte...d in the BBC 'Panorama' series, the questions asked are whether this is or is not a good thing. The objection to it is mainly that vocational education always seems to be divisive. It is rarely considered necessary for bright children. Countering this objection and others are various interviewees including the Secretary of State for Education, Sir Keith Joseph.
