Mozambique, one of the world's poorest countries, suffers from attacks from outside: South Africa-based guerrillas have destroyed buildings and killed people. Scarce resources are over-stretched to... deal with this external threat and there's little enough to go round anyway. But the constraints on developing and improving the health system are not all external, the problems of development in this part of Africa are primarily those of food and of reducing inequalities between the cities and the countryside. This film examines this process and tries to demonstrate some of these constraints, and their effect on the timescale for development.
