This programme explores the process of Arms Control Negotiation, from both a US and a Soviet perspective. Negotiators and observers from both sides discuss the difficulties that arise when opposing... delegators negotiate formally on arms control issues. In particular, comparisons are made between the success of Salt I and the less successful Salt II processes and the contributors speculate about the future of arms control in the light of the apparent stale mate at the time the programme was made.
