Interview with conference chairman Herb Salyer who describes differences of opinion amongst airlines regarding fuel prices. Beishon uses animated graphics to show the relationship between IATA and OPEC. Salyer comments on the problem of differences of opinion between airlines at IATA conferences. Further shots of a British Airways spokesman addressing the Cannes conference. Shots of planes taking off over which Beishon describes the extent of fuel price rises between 1973 and 1980. In interview Lemaire explains the role of IATA in negotiations for price increases on airlines. Brief comment from Salyer about what an IATA conference can achieve in the face of disagreement amongst member airlines. Over more scenes from the conference at Cannes Beishon comments on the extent to which IATA is distinguishable from the participating airlines. He discusses this with Lemaire. In interview Hammarskjold discusses the extent to which airlines and IATA consider the public interest. Further conference scenes from Cannes over which Beishon explains that IATA also has a diplomatic role. In interview Hammarskjold describes his role in ending the wave of hijackings to Cuba in the late 1960s. Film of one such hijacked plane. He also explains how he helped reopen flights over Vietnam in 1975. An animated map shows the routes involved.
