Description
Combined heat and power (CHP) is a scheme whereby steam or hot water is tapped off from an electricity power station, and used to provide heat for surrounding homes or offices. The economic and t...echnical arguments for and against adoption of CHP in Britain are the centre of the third block of the T101 course. In this film Ian Lowe (OU) visits a working CHP station in Rotterdam, where some 60MW of heat is extracted from the turbines at Schiehaven power station, and piped around the centre of the city as hot water. Offices and homes in the entire city centre are heated by this means. The film explains the principles of a CHP scheme, beginning at a new overspill estate (the Roca project) on the outskirts of Rotterdam, where the pipes for the CHP system were just being laid. Ian Lowe is the guide for a tour of the Schiehaven power station, where a particular sequence includes explanation of the heat control room: this provides students with an opportunity for checking basic calculations of heat flow, essential to understanding the scale of CHP. Of course the technical details are only one part of the story: to understand how such a scheme came about, there is an interview with two members of the GEB - the Rotterdam municipal energy authority. They talk about the success of the scheme in practice and look forward to a future of increasing energy savings. A major disadvantage emerges when they talk about the costs of the heating scheme to the consumer: the lack of individual metering. The film shows the installations used at present to meter groups of six houses, and the GEB directors discuss their future plans for development. The film was shot entirely on location in Rotterdam, and is a unique chance to see inside such installations. There is a brief prologue by John Naughton introducing this film to T101 students, and the film ends with reference to T101Radio 7, which discussed CHP in a British context.
