The Exmoor land use system is taken as an example to illustrate how different perceptions of the subsystems involved can provide different insights into the way the system operates. The moor is loo...ked at first through the eyes of three types of people, farmers, people involved in the tourist business and conservationists. Their perceptions give a set of operational subsystems. But these need co-ordinating by bodies like the National Park and other less formal organisations, and some contradictions within the views presented lead to the conclusion that a more fruitful division of subsystems would be into biological, economic and social systems. Experiments on heather preservation Ministry of Agriculture are used to biological system. The role of the also re-enforces this as a category sub-system exists through the whole involving a farmer and the Ministry of Agriculture are used to illustrate the nature of the biological system. The role of the National Park in this regard also reinforces this as a category of subsystem. The economic sub system exists through the whole variety of money making activities on Exmoor. The social sub-system then acts to mediate these activities through stimulus like the National Park and the Exmoor Society and through informal activities like hunting and point to point. Management agreements between farmers and the National Park also contribute to this. These functional sub-system seem to provide a more useful division than the operational subsystem as they contain fewer contradictions and seem to mirror and explain aspects of the whole system.
